SEPTIC STATE INSPECTION FORMS: Transfer of Ownership form ADEQ has made it mandatory on July 1, 2006 all transfers of ownership will have to have the tank pumped and cleaned prior to transfer of ownership. Currently Maricopa and Pinal Counties Environmental Services are handling septic permit transfers for systems that have been installed after 2001. The ADEQ will process ownership changes for systems installed prior to 2001.
